A memo telling scientists to destroy files and documents that don't reflect final regulatory rules is provoking a furor at the California Environmental Protection Agency. After environmental and journalistic organizations filed a lawsuit last week, agency officials put the proposed policy on hold. But critics claim that the "shredder" policy is an attempt to stifle scientific debate on sensitive environmental issues.
