OTTAWA--In what was informally referred to as the G-14 summit, health officials from 14 countries met here earlier this month for an unprecedented gathering. For 2 days, these health mandarins sat around a giant horseshoe-shaped table with leading economists, pharmaceutical industry titans, and heads of the world's largest biomedical philanthropies, volleying ideas about innovative ways to raise money for research and how to lobby for more annual governmental appropriations.
