Germany Puts Money on Peer Review

BERLIN--As German research suffers another year of stagnant funding, the research ministry is adding an element of competition to keep its researchers on their toes. While Germany's bustling economy has traditionally meant that scientists in federal research centers or in academia were amply funded, the economic squeeze brought on by reunification has reduced the comfort level in recent years. Now that comfort level will be further reduced by the pooling of 5% of the national research centers' budget into a new fund for collaborative peer-reviewed research.
