Puerto Rico Builds a Pyramid of Success

Ask educators for a success story from the National Science Foundation's Statewide Systemic Initiatives program and most will point offshore, to Puerto Rico. There, teachers in target schools have been trained in a new curriculum, student test scores have risen--and the reforms are spreading outward from this solid base. Funded initially in 1992, the Puerto Rico program was renewed for another 5 years in 1997.
